Flotilla stuck in the Bering Sea - need help!!

I am Saskatchewan. I have the 23rd Battleship Flotilla stuck in the Bering Sea off the coast of Alaska. It does not over the option to move. Just to attack or split. I tried to split and move, but that does not work. I tried to set them to attack, but that does not work. I tried the work-around by right-clicking, selecting all of the units in the circle. It popped up the option to move. I selected it and chose a destination. It then did not move and reverted back to the way it was. Please help so that I can get back into the fray!!!
