If the province dot is right next to another province border. The resouce icon looks like it is in the southern province.
Note, the resource icons are always below the province dot.

Game Issue - 8080165
Province of Ambriz Portuguese south west Africa. Map shows an oil jerry can, but the province panel shows no oil. Have built a production booster but maybe it's for nothing. Should the icon be in this province or should it be in the Congo?
