I am in game #3,249,863 as the Caucasus player and I have offer the Sweden player share map twice. Each time I can not see his map information. When I go to the Diplomacy screen his relationship to me is listed as right of way and mine to him is share map. Please fix this problem.
In game 3,249,864 I am the Southern US player and I try to make a relations trade the only options that I am given is Cease Fire and Peace. There should be other options available.

There are no situations where an accepted relationship trade does not work. In this case the other player is likely changing their relationship with you back to right of way afterwards. There is no time limit on changing relationships again.
When you are in a coalition you may not trade right of way or higher with a member of another coalition under the anti-betrayal measures in place. Thus no other options will be available when you are trading with a member of another coalition or team.
