Game won't let me attack plane within range
In this image, you can see that the American infantry unit is within the range of my tacs. But when I try to target the infantry stack with an attack command, it gives a ground route and won't let me attack in the air.

I have faced this. Sometimes spamming attack works. Better to just patrol either way, tbh.
