I have posted since you did, have a look at what I said.
Right the (interim) solution.
If it is the 'game cant be accessed right now pane' (perhaps that should be pain), just try again. I often find it stalls on the aircraft carrier page.
If it is 'general your system is lacking this graphic etc' then I find the best solution is shut everything down (in my case it is a laptop) and start from scratch. It is a PITA but so long as you are not about to be jumped by a L5 stack of heavy tanks or racing a competitor but not yet enemy to that elusive province you clearly both want, one can live with it.
