I have the same issue..

I noticed, that the unit I am trying to move has a ? instead of a strength number... might that have something to do with it?

the unit with a ? is a ghost unit and is a known bug, nothing to worry about really since you cant use it because it isn't actually a unit gone invisible, just a bug

Have had this happend to me aswell.

Merged 4 infanty units with 1 AA unit at day 2 in Hamilton.

The infantry units still shows to be at Hamilton as a ghost unit after moving them out. not sure if it helps tho.
