yes, this is a known bug. Bring in AA to kill the plane.

Ground units stuck in a fight
Hi, i have ground units stuck in a fight in a province i captured, versus a single enemy plane in patrol in an adkacent country. Game id is 1179057. Playing as russian empire and troops stuck in southern poland. ty

Ive been playing for a few weeks now and this has happened to me. I have three medium tanks, one self propelled art and now two AA guns stuck in a province, with one further medium tank stuck in the province where the single plane actually is!! very frustating

Have you tried using the attack button rather than the orders button. I have also found that when being attacked by only planes or trucks carrying planes if I attack them a few times the disappear.
