Grounded Rocket beating Light Tank???

I"m attacking Stalingrad with a Light tank. I control the city, but he has a rocket there that has 0.0 strength and it's slowly beating my tank??? Looks like a bug.

Uh-oh. There was this bug which meant aircraft on the ground could deal serious damage to attacking land units. Looks like it's returned.

If the rocket is 0.0, then the new mechanics appears to be partially working, is this issue still ongoing?
