Well Obviously Hacks/Cheats & Multi Accounts are allowed in this Game, seen as though i reported one 6 days ago and he is still playing, Teleporting Troops, Infernate Health, Shoots rockets down even though it says (These Rockets can NOT be shot down), and playing 3 accounts in one game, not to mention he can see every unit i have, even though we are not allied, and i have no allies with anybody else (Thanks)
The moral of units can be brought back to full by using gold, As can him seeing all of your units with gold spies. As far as teleporting troops...he could be instantly building the troops with gold. As far as rockets, unless they are level 2 or higher they can be shot down. The multi-accounting is the only thing that i'd say is against the ToS...I may be wrong on that though. Did you make sure to submit proof of him multi-accounting in your report that you posted?
rockets are lvl 2 plus and its not a fact of him teleporting troops into battle, hes teleporting them out also, i use gold also, and you cant regenerate health in a batlle zone
