You had spies or a spotter plane that saw the units, so you think they are there. When you get close enough, you then see they have moved.

Hiding units
?? I have a sub or two sitting where an enemy is massing units off shore. I can see this at a distance, when I move in to attack it is gone. What causes this??

I have tried this twice through the day. I moved the sub off, saw it the moved to attack again. Upon arrival nothing?

yes, once you do not have line of sight, the intelligence report takes over.
