Does the queue bias construction over production?
Example:
I had enough resources to build a new LT, but the province was producing one with 9+ hrs remaining. I also wanted to start a level 5 Industrial Complex in the same province with no ongoing construction, but was short cash. Placing the LT and IC into the queue, respectively (LT - IC), should have shown 9+ hrs until the LT starts and an extended period until the IC starts to recover the necessary resources.
However, it showed 19+ hrs for the LT and <1hr for the IC (to get needed cash as all other resources were available). Swapping the order (IC - LT) did not affect either start time estimates. I tried multiple iterations, including canceling the full queue and clicking them in the order I truly wanted. Same result.
I added a third item - an IC level 1 - in a different province and with a similar cash shortfall. As I shifted those three around, the IC's start time estimates changed, but the LT's did not regardless of order.
So then I waited with the order LT, IC5, IC1. The IC5 jumped the queue ahead of the LT.
So, I'm left to conclude that the building queue has a bias toward construction over production.
But what if I really wanted that LT to start first...in 9 hours, not 19...

In other words: resources are allocated for the highest priority items and later added items are a lower priority.
