Known bug. I assume it happens when you join before the game has finished loading. Don't think there is a solution, unfortunately...

HISTORIC WORLD WAR GOING STRAIGHT TO SPECTATOR MODE WHEN JOINING
When joining a new HWW, the game immediately puts me in spectator mode and doesn't let me choose a country unless I refresh my page. This has cost me getting Germany in a lot of HWWs!

It is new. I never had this problem before.
