Is doing no damage to
Italian Fleet:
287/287 HP
38.5 Damage
Two Battleships
One Cruiser
Two Destroyers
The German fleet is doing no damage to the Italian fleet, and the Italian fleet just doesnβt care and is focusing on my troops going to capture the coastline of italy..

first off, itβs not a computer, itβs a iPad pro, second off, this has been happening for a day, third off i bombed one of his other ships and it died, fourth off, Iβm pretty sure he is offline and not playing anymore since I destroyed most of his units

Yeah I had something similar to this. I had 4 Battleships and 4 Cruisers-LVL3 as an Allies nation versus an Axis nation with 4 Cruisers-LVL3, and he did DOUBLE or 3 TIMES the damage to me while I had more health, ships (battleships too which he did not) and the same amount of cruisers. I did almost nothing to him while he just annihilated me.
Have you tried re-writing the command by using the move button ( to anywhere u want) cancel it then let it target or use the attack button?
When the timer ticks out, your ships should do damage. However, that doesn't mean you necessarily see it (you would in this case, but not always). If the enemy army has been revealed by spies or planes and is currently out of the inner view (the one exposing the army's composition), it changes into an intelligence reveal. Logically, as it's just a snapshot from a certain time, it does not update itself to the current status of the army - you aren't seeing the army, just some outdated information about it.
In that case, it'd show a hat and glasses next to the unit. Your case isn't that, so probably a bug or your ships have been focused on some units which got destroyed, and the ships are now shooting at a place at sea instead of the ship stack. Try re-ordering your ships to attack and see. Also, check if the number of the flotilla you're bombarding corresponds to the enemy.
Larger armies destroy enemies faster without taking damage from them.
Build only: 1 military building in each city, airstrips, and recruiting stations to boost manpower.
Minimize research, 2 unit types early, 6 types in late game. Upgrade old units, but: artillery lv1 to lv2 is a waste, only lv1 to lv4 is worth it.
