I can see a level 4 militia with a level 2 armored car

I have a stack of 3 level 3 infantry and 3 level 2 armored cars taking a province from a human player. As I approach the province, I see they have a level 4 militia unit there. However, militia is a stealth unit, which means you need a scout unit of the same or higher level to reveal it. Infantry is not a scout unit, and my armored cars are only at level 2. So, why can I see this militia unit?
