Well, the Artillery lvl1 Research requires Infanterie lvl1.
After you findish Inf Lvl1 you can start with the Artillery

I can't research artilleries
Hello.
I've started a game as USSR and unlike my first match, I can't start the reserach of Art. lvl1. Everything is up but it doesn't work.
There's a screenshot to show.
