I dont get the points

vps are reported once per day in the paper when the game day changes. be patient and wait 1 day. youll see

I dont get the increase in resourses too.

As Stormbringer stated, VP's are updated at day change. As far as resources go, provinces that you did not start with, will be non-core when you capture them, and will only producer at 25% rate (multiplied by morale%, so a newly captured province is only producing 1/16th). This is to offset high aggression and keep one player from immediately dominating a region.

If the VP's haven't updated in your paper, or you feel your resources aren't producing properly, please create a bug report from inside the round so it may be properly looked into.

I have a problem with food production. No matter what I do the food production is not rising?

I capture province after province and build infrastructure but it dont help. I still have a negative foodproduction.

Is it possible to discard troops I dont need and want to change to another type?

no, is not possible, you'll have to suicide them
