There is a lot to sort out here, but I will get it started, and try to help you.
Firstly, because of the way the servers are set up, no hacks are possible in this game. Your issues are coming from a lack of understanding of game mechanics.
Planes on patrol DO attack. They attack at 25 percent strength every 15 minutes. Tactical bombers on patrol will automatically attack ground units, Interceptors will automatically attack planes.
And, lastly, I have edited your post to remove the players name you mentioned. It is not allowed to accuse a user by name of cheating. This is a form of blacklisting.

There is probably something more going on here. i suspect he also attacked with rockets, but that is just an educated guess. I suggest you read the newspaper in the game and see if you can decipher exactly what happened.
Also, if you need further help in clarifying what happened, you can submit a bug report from that game and ask for assistance from a game operator.

I reviewed the support ticket that you sent in on this.
I find nothing out of order with the combat outcome.
Your units were lost over 2.5 hours, not 1.5 as you claim. That is 10 patrol ticks, and several patrol ticks before the first unit was lost.
Towards the end of the battle your troops entered a city, so the tanks only have 10 hit points in cities instead of 20.
Your enemy also had artillery hitting your troops for part of that time.
Your enemy did lose 6 planes, so he started with 18 tac bombers and 12 interceptors.
I believe you owe an apology to the player you have accused of cheating, as there was no cheating, or even any dirty tricks. We expect players to be polite and civil here in the forum, in game messages, the newspaper, and in chat.
