Inactive guy wins after retirement

_{Played Clash and ofc just about everyone went inactive. Only 3 of us remained, got into a coalition, and then retired. I have 180 vp, my ally spain & S. US have 220 & 240 respectively. Turkey, who was inactive had 520.}

Well we retired and Turkey won.

I thought the remaining active players will be given the win? Was this patched out or was this never really the case to begin with?
