When it is intelligence from a plane, spy, etc. that can no longer be confirmed, the bar will be full. It's been that way for a while.

Incorrect Health Bar

There is a miltia with 2.1/15 hp left. but the bar is green and full

Ah ok, thanks. Im pretty sure it wasn't a plane though? I had a submarine near that position but I may be wrong. Thanks (Im pretty new to 1.5 so if this is a 1.5 thing thats probably why)!
