Infantry turns in to Militia

THere was an unkown army that displayed as infantry but when I got closer it turned into a militia unit, how?

It shows infantry and questioner sign next to it when you don't know what is that unit.

Burn I do know what unit it was! Infantry!

It says that but is not true. The game just says any unit you don’t see is infantry. In this case it was just militia the whole time.
