I have been bombarding a set of units for hours with no results. The same set has destroyed superior forces with no damage to themselves.

With which units and how did you attack what and where? Can you give a little more information?
At first glance I would think, artillery or planes fight via direct attack against an intel-image of enemy units in a bunker with level 3.5 or higher, without in-between by aircraft patrol or spies to make a current reconnaissance image.
In forts level 3.5 or higher, the units remain hidden from view, even if the attacker is directly in the bunker. One can only "enlighten" with patrols or spies.
So either you see only a question mark or, if previously cleared up with patrol planes or spies, a spy image (man with hat symbol and time of spotting in the army Info).
Although directly attacking planes of course do damage to the enemy and also receive damage from defensive fire, they can not see the opponent's current state, which can only be recognized by a short patrol or spies shooting a new reconnaissance message.
Even if plane patrols attacked units in a "camouflage bunker", you will not always get the same time a current reconnaissance message - sometimes only after reloading the map or after the patrol was ordered again.

I attacked them with 4 light tanks and 6 upgraded infantry. The opposing units are 2 armored cars and 5 infantry (none are upgraded). The opfor is stuck at 85% morale and has never moved. All my units were destroyed. I am currently bombarding with 3 artillery units (not upgraded). The opfor is located in a non urban city with no fortifications. One thing I just realized is that I had a mobile version of Call of War was running at the same time as a Call of War desktop and they were completely unsynchronized. That is, the Call of War mobile was far behind the Call of War desktop in the timeline. I may have to abandon this game since the opfor is invulnerable.

Nothing is invulnerable.
You might look at the newspaper in your game. You will learn that your enemy lost 7 infantry today in that province, so he had 12 infantry and 2 armored cars to start.
I think you also attacked with two separate groups not one, so two small groups attacking one much larger group in their core mountain territory would explain your loss. I am actually surprised you managed to kill 7 infantry under those conditions.
WIth the app being behind schedule You seem to have experienced a server state disconnect. Usually reloading the game will get you the updated information. If you don't see orders being carried out or information updated that is usually an indication to reload the game.
