Is this the way Morale is supposed to work now?
Every red territory has been at 0% morale for 3 days now, and my capital is NEXT to it. They were rebeling/defecting about 10 to 20 a day till this latest "upgrade". I don't like this.

For the guy in red, I am the guy in green with an average morale of 67%. The rebelions aren't happening on the other guys territory like they were. All his territories have 0% morale and mine is around 90 to 95% around him.

probably multiple prolonged resource deficits, resulting in low morale

No rebellions? I still have rebellions in my low morale provinces. Have you managed to figure out what his secret is? I'm curious.mallahanjr wrote:

He was running neg 2200 food per hour. Best I can figure it, there is a cap of 60 to 100 provinces per game that can rebel to your side then it just stops.
