Lost ordinanace factory that was build

Hi,

How can i lose an ordenanace factory with Moral at 85, and not attacked in P.Maldondo, its just disapeared.

And in same city when i use my War bonds to speed up the buildng of indusrty to lvl2, does it set it to damaged, wanting more resource to fix it.
