All countries produce products at different rates. The middle east, for example, produces more oil than goods. The opposite could be said for Europe, which most (yes I'm looking at you Finland) countries produce more goods than oil. The way you can tell if your province produces more is if there are two icons next to each other, which would mean that it produces double the normal production of a goods province. I am playing Caucasus on that map and only have two provinces producing steel, while most countries have at least 3. That puts me at a bad disadvantage. I am building up level 3 infrastructure as fast as I can, but it is slowed down terrible by permanent lack of steel. Is that a bug or a feature.
