Mosul Iraq also has this issue on the Blitzkrieg map.

Map Errors (1939 Historic World War)
I’ve found Three map errors on the 1939 Historic World War map.
1) Hainan Island has an unfinished border.
2) The City Of Kaunas in Lithuania also has an Unfinished Border.
3) The city of Macau has an Unfinished Border.

Likewise with the city of Guilin on the Pacific map. I'll try to keep an eye out for others

Sinping in Xinjiang also has an unfinished border. For some reason, all provinces with unfinished borders are ones that were added in for the 1.5 version (they were not there in the classic map)
