When this happens to me on Google Chrome, I found that closing the browser window and reopening it and going back to the game helps resolve the non-opening market window.

Market Not Opening
Hello everyone,
By now some of you may have noticed that when you go to open your Stock Market tab the market will not appear/open. Instead the "hide" or "show" market text will change.
Your Call of War team recommends that you update your current browser or use another one like Safari 10, Chrome 54, Firefox 49, Opera 39, IE 11, Edge 39. This normally only affected/affects chrome users with older chrome versions
This should then help fix the issue
