Yes, the chat is sometimes too sensitive.. 
Once it is blocked, which e.g. happens if too much is posted too fast, or two long messages are posted directly one behind the other, or a Link was blocked, then it takes at least 5 to 15 minutes after the last Enter before you can post something again.
If you try an input in between, the "break time" starts again. 
If even after waiting 15 minutes nothing goes, then close CoW and delete the browsercache, and maybe restart the PC (so that the connection to the chat is once completely disconnectet and new rebuilt).
But be sure that at least 15 minutes have passed since the last Enter.
