Militia/Interceptor Bug

In my game this morning, I flew interceptors over a providence before declaring war and it revealed a militia and the unit remained with the intelligence icon and time stamp. Then I moved the planes back again shortly after I actually declared war and when my planes were actually patrolling over the same unit the intel icon was still there. I figured they maybe had moved on and proceeded to move my own militia into that providence only to be ambushed by the militia. My interceptors were level three and the militia was level one. I think this is a bug. Sure the unit was there but the intel icon confused me. Do I misunderstand the intel icon? I expected it to disappear when my plans were patrolling over the unit for the second time.

Intel is confusing sometimes. I've observed intel of enemy units lingering in the map even though the actual unit have already been killed. Some even persist even if you've taken the province they're in.

Don't know if that's how it's intended to work but it sure is confusing.

Intel is basically where the units were last seen, from what I know. It isn't always relevant.

But the intel icon should disappear when you're within view of the unit and reappear when you're not. At least that's how I understand it.
