Militia Recruiting.

In game number: 1,068,926. I'm playing as Germany, in the Research Menu, it says that the time to build a Militia unit is 12 hours, however, I in Konigsberg, the build time is 2 days... I have all the requirements needed to build the unit, but for some reason it takes triple the time needed to build... Is this a bug or just a way to prevent players from mass producing units? ?(

The industry complex gives 100% to even 200% on lvl 5.

So when you build Militia only with Barracks in your province it will take ~4 times longer than with an industry complex
