On the World Map I'm playing as the Philippines, and one of the urban areas that is clearly on the ocean doesn't have a connecting to the sea, as i cannot build a Naval Base.

Curious if this was an oopsie by the devs or if it is supposed to be that way. Thanks!
It actually seems intentional. There is no little sea-circle-tile directly across from the city province, which leads me to believe it is not meant to have a sea access.
This has happened before, namely in Quebec and Washington, D.C., both cities that look like they have a sea connection but don't.
