Morale and neighbor reduction

My country is England I have a Province (Portadawn) that is bordered by 2 provinces from Ireland with no reduction for neighbors I also own (Cairo) in addition to the the 3 Provinces around it and have a -3 reduction for neighbors Is this a bug or how is it calculated ?
