I would try refreshing the game's frame. Sometimes that will fix problems like this. If that doesn't fix it, than clear your browser's cache and refresh the frame again.

Morale bug ?
Yo...
This is Narvik, i land where i just conquered... it says that i am at war with 2 countries...
this is at kokkola, somewhere else.. it says i am at war with 1 country..
truthfully i am only at war with 1...
so... how many countries am i at war with ... ?

If it's still wrong after restarting the game and clearing browser cache and cookies, then you should message it directly to the support...Dj Ram wrote:

There can sometimes be a delay between news of victory in one location reaching other locations. 
The war penalty on morale only has an influence on morale at day change, so unless this issue persists after day change it will not affect the morale or production of any provinces.
