I think it must be an AI country, though I'm not sure there are 36 countries in total.

I have a P35 and 36 in my 10 player road to war game as well. http://gyazo.com/0dcc73dafc35dc601d417e91d3b50048
However with no actual countries or territory attached to said 'nations'

It's what I thought. P35 is the 35th best country, adn instead of displaying the country's name, it puts P35. Same happens with the 36th country. I assume the P is for Position. Another thing is maybe because they don't have any soore, they're displayed as that.

Don't think so, if you don't have a score there is little chance of you being one of the richest countries.

Ih,and I figured one of the flags is for Iceland inthe 22 player map.
