You might not have seen the forum post that is in this section titled "Markets Not Opening" (I do not know why 
But there it gives some little steps like the below statement;
"Your Call of War team recommends that you update your current browser or use another one like Safari 10, Chrome 54, Firefox 49, Opera 39, IE 11, Edge 39. This normally only affected/affects chrome users with older chrome versions"
If this does not work then send in a bug report from your game, to do this open the settings cog (bottom right) and select the "Report a Bug" option and fill out the report.
