Naval Base Bug
Hello,
i cannot build lvl 3 Naval base, its building a lvl 2 and now i have 2x lvl 2 naval base in one provice...
Game: 1576049
Please help.

AND IT DOES NOT ALLOW ME TO BUILD LVL 3 NAVAL BASE!!!! #$^%&^%^*&^#@$ compensate with 50.000 gold so i can build on other provinces!!!!!

and when i have no production at all it does not even show the naval base... and also dont allows me to buld battleship which requires naval base lvl 3 which i have!!!
