Observation by K. Rokossovski:
You CAN stack land units (as convoys) and warships together.
You CAN'T stack air units (as convoys) with either of those.
This is indeed confirmed, and in fact it should be considered a bug IMHO, why, if they start moving and there are differential speeds the convoys with planes will separate from the protection of the naval fleet, this is undesired and mechanically not ok, they (planes on a naval convoy) are no different than land units on convoys.
I've been playing six years and it has been like that for as long as I remember, so "bug" is probably a bit of an exaggeration. If I'm guessing, it has the technical reason of land- and air units not stacking on land either, so they can't on water also. They had to pick one be able to merge with warships, and picked land units.
