Naval Movement Bug

I have an enemy AA gun which should be a convoy at sea but it's not... and when I try to attack it with sub... it gives me the "Your Army will not damage any of the attacked units" message.

Also got word from the other player involved that he is having issues and can not embark any units.

The bug can be overrided by upgrading the knowledge of the transport ships.
