New game has so many units
I have been playing this game for a few weeks now, and usually we start with about 20 or 30 units in a game. But I just joined a europe game and I started with way more than that, 111 to be exact. Why do we start with so many units? I have played this europe game before and I remember only starting with about 20 units or so.

That's what the normal rounds are called
