New Mexico has an extra rural province in America Homefront
On the America Homefront map, most player countries start with 20 rural provinces (and 5 cities). However, New Mexico starts with an extra rural province, giving them 21 total. Please fix this unfair discrepancy.

Yes, because this is supposed to be a balanced map where each playable nation starts with the same amount of provinces and units.
