NO BUILDINGS IN DOOMSDAY IN CITY!!!

in the doomsday map, every city is supposed to have all the buildings expect for naval bases...but it is still the peace period yet one of my cities only has a fortification!!! Even my nukes can't take off from that location!!! All other players have all the buildings in all their cities!!! please fix!!!
