Not for active players.
AI controlled countries will have all remaining units disappear after all provinces are lost.
But live players can fight on.

No more provinces, but still with units
How is possible to take all the province of one player and he still can use the troops he had? from what i know, when you loose ALL provinces, your remaining units diseapear from the map... this is no more available?
