I have not had any oil to buy for 2weeks. all other resources working fine. any suggestions?

The resources available on the market are offered by the AI countries or other players and not generated from space.
If no one offers anything, or also if, for example, the AI is eliminated or/and you only have enemies, nothing can be bought.
That is why it is always important or desirable to expand your own ressource production to become self-sufficient.

Often the absence of a resource on the market is a good indicator that this resource is going to be more "limited" than others in your particular game. All games seem to differ subtly in the amount of each resource globally available. Once you identify the game's "critical" resource you would be well to concentrate on developing your own provinces with this resource ie building infrastructure and IC's. Also note that in a very large empire you would do well to build at least some forts in your core provinces as this helps with morale and hence production.

Also note that these "key resources" have their own flow in the course of the game. On most maps, goods (and sometimes iron and/or rares) are scarce in the beginning, while oil and food will be the problems later on.
