Not Able To Build

I cannot build a nuclear reactor building in game 1,071,718. I have lvl 3 nuclear research done. Please help soon, I may lose a war because of this, I depend on being more advanced as I am fighting multiple people.

This same issue has come up about 3-4 times in a previous thread.

I'm sorry, but at the moment it has not been resolved. I would suggest investing in the other tech trees to improve your units to compensate
