Not able to join a coalition

I have asked countries to join my coalition. We both accepted a trade for shared maps/intel but when he goes to join there is not apply button.

Who is the coalition owner? If you are, he has to apply to join and you have to go to the coalition and accept his application.

There is no where for them to apply and therefore I can not accept their application.

File an in game bug report. Lower right corner of your game screen. Give details of what you are experiencing.
