Nuclear Bombers not working

I am currently in game number 1318232 Three times I have launched nuclear bombers to hit stationary armor targets in specific provinces. ( Groningen, and Kaunas ). When the bomber is approaching, the unit count in the province changes to some random unit count, and then when the bomber attacks, nothing happens. What is the point of using a nuclear bomber that does no damage? There were no AA units to shoot down the bombers prior to their attack, so that is not the issue. The newspaper shows the units as lost, which should only happen after the attack is completed, not before
