Nuclear plant building option not appearing

Even though I have completed my nuclear level 1 research, I am still not getting the option to build a nuclear plant. I completed research on it 2-3 days ago.

You need level 2 research (Nuclear Power) to build a nuclear plant, the entry for that is in the info tab for the level 2 research, or in the requirements for the Nuclear plant construction.
