Nuclear Reactor Issues

Is there a necessary level of research to build a nuclear reactor. I've researched it to level 1 but it doens't give me the option to build it in any city, no matter how advanced it is. Is this supposed to happen?

If you look at the tech tree, you will notice it's the level 2 research that enables reactor production
