Nuke Deals No Province Morale Damage.
Are they supposed to?
It is dealing damage to the one on the top left but not the bottom right. Why?

I would assume it mostly applies to the province where the nuke center is, just like patrolling strategic bombers.

Yeah that's sad, I nuked Persia in my Germany game and the nuke did not damage morale at all.

Not really. Being able to crash morale in a target is powerful.

Funny part is the Nuke is only about 1 min off province center. The civilians are not phased at all.
