Nukes harming AI

I am currently in a game where both France and the U.K. are AI. I dropped a nuke on London, and the morale was so low they defected to France. I was not at war with France, but the AI starting producing units in London, and when it spawned it was killed by the fallout. The game percieved this as me attacking France unprovoked, and it even has the "surprise attack" message in the newspaper, saying that the unit was killed from my "heavy bombardment." I didn't want to be in a war with France, and I didn't think that the fallout would be interpreted as a "bombardment" against them. Should this be classified as a bug or should I just suck it up?

The first problem is that a capital city should never, ever defect. This affects a lot of games. Most don't reach the nuclear age.

I would go further. A core province should never defect. It's too easy to drop province morale, in general. It should get progressively harder to drop morale as the target's morale level gets lower.
