It would say "New Zealand captures the capital of Germany, Berlin. War-weariness reaches new heights in Germany while people celebrate in the streets of Wellington."
It says "New Zealand captures the capital of Yap, Yap. War-weariness reaches new heights in Yap while people celebrate in the streets of Wellington." because Yap is the name of both the city and the country.
This just proves that noone reads the headline
Read the headline of the new article again. If you captured Berlin, would it say 'New zealand occupies the capital'?? If that was my newspaper, I'd cancel my subscription. CAPITAL OF WHAT? WONDERLAND?
No, it would say 'New Zealand occupies the german capital'.
So this all boils down to a missing word in the nations info. It seems there is no word for 'yappian'? Does sound strange for sure 
I'd say "the German capital" or "The capital of Germany" are both correct... the game uses the second. Can't remember ever reading about the "Saskatchewanese capital" (or is it "Saskatchewanian"? "Saskatchewanish"? )
I guess I have to spell it.
Yap is one of the a number of smaller states that miss such a mentioning.
Everyone else has the same format:
Nationalist China occupies the Central Chinese capital.
If it was a design decision to leave it out for midget states, I would have no problem with that. But I'm mentioning it here because I think it is left out by mistake. Other midget states do have the right naming.
Example:
North Mexico occupies the Johnston Atollian capital.
3:00 pm 18th Armored Car Brigade (Kansas) captures the capital of British Columbia,
3:02 pm 32nd Commando Battalion (Kansas) captures the capital of Saskatchewan,
2:04 pm 15th Infantry Division (Romania) captures the capital of Volga Perm,
12:58 pm 22nd Light Tank Division (Nigeria) captures the capital of Equatorial Chad,
3:53 am 10th Infantry Regiment (New Zealand) captures the capital of Papua New Guinea,
10:53 am 4th Armored Car Brigade (Ethiopia) captures the capital of Somalia, Mogadishu.

EDIT - ah... I agree, I can't read the detail... you're not talking about the single message itself, but about the header of the entire article when it is the last message! Yeah, that reads rather strange. Sorry it had to take so long for your point to sink in!
